What we do

We facilitate the securing of conditional grant funding by the City from National and Provincial Governments, as well as non-government sources – both local and international – where applicable. We oversee the management and governance of grants in a way that ensures compliance to all conditions while maximising the outputs, outcomes and impacts of these grants.

We manage the timely distribution of financial and non-financial grant performance reports to various internal stakeholders in all directorates as well as the Finance Portfolio Committee. This ensures that managers and decision makers in the City are informed of the progress or non-performance of grant-funded projects and programmes in terms of expenditure, as well as non-financial deliverables such as number of sites serviced, upgrading of community halls, rehabilitation of roads, electrification of houses, installation of water points, etc.

We further ensure sound governance relating to the business planning, internal applications and use of the transversal conditional grants received by the City.

Grant Finance

We are responsible for the financial management and controlling of conditional grants allocated to the City.

This includes, but are not limited to:

ensuring that all grant funds received are reflected on the City’s budget
ensuring that there is adequate budget and provision for funding requests submitted to the Grant Fund Technical Review Committee (GFTRC)
managing the income received in respect of all City grants

Grant Reporting and Compliance

We are responsible for managing the City’s evidence-based compliance programmes of conditional grants received, including reporting imperatives. This ensures that the City is fully compliant with all conditions at any point in time. In addition, we are responsible for monitoring and evaluating the performance of conditional grants, so that the City can maximise the outputs/outcomes delivered through these grants. We coordinate and manage grant agreements between the City and government as well as non-government grantors.

Grant Fund Governance

We are responsible for planning, managing, coordinating, monitoring and controlling all functions delegated and assigned to the City in respect of administering National Housing Programmes. The administration relating to various transversal grants are also within our field of responsibility. In addition, we administer the housing subsidy applications received by the City and manage, control and monitor the Housing Subsidy System (HSS) to the level delegated to the City.

Projects and programmes

The City’s largest gazetted grant is the Urban Settlements Development Grant (USDG). At approximately R1,1 billion per year, it is allocated with the purpose to supplement the development of infrastructure, such as roads, sewerage and electricity, as well as serviced sites and social facilities, including libraries, cemeteries, clinics and fire stations.

Other important gazetted conditional grants include but are not limited to:

Public Transport Network Grant (PTNG), which the National Government allocates to support the development of the City's integrated public transport network;
Expanded Public Works Programme Grant (EPWP), which is allocated to expand job creation efforts in specific focus areas, where labour intensive delivery methods can be maximised;
Human Settlements Development Grant (HSDG), which enables the development of the City's integrated housing projects; and
Informal Settlements Upgrade Partnership Grant (ISUPG), which is allocated to facilitate a programmatic, inclusive and municipality-wide approach to the upgrading of informal settlements.
